Improper electrical safety standards, including inadequate earthing and the absence of circuit breakers, caused the electrocution incident at the Gopeshwar sewage treatment plant in Uttarkhand, according to a magisterial inquiry. The report recommends blacklisting the two firms responsible for operating and maintaining the plant, as well as taking departmental action against officials. The report also calls for the cancellation of the contract with the firms and the recovery of expenses and repair costs. The bank guarantee of the joint venture company should be confiscated, the report suggests. Four people have been arrested so far.
